In a statement before the HC, the BBMP invited tender on a public private partnership model (PPP) through ESCO which reduced the financial burden on it. The Palike, in 2011-12, authorised a central government undertaking company to prepare a DPR, request for quotation and proposal for energy efficient street lighting project through Energy Services Company (ESCO) within the BBMP limits.

The Energy Efficiency Services Limited (EESL) (a joint sector, GoI, submitted a project report .

Implementation will be under a shared saving framework with International Finance Corporation (IFC) to be the project development advisory. The IFC prepared a request.

The EESL recommendations based on the survey stated that if BBMP changed the existing high power consuming sodium vapour street light to LED lights,  it can save about 70% energy. The case has been adjourned to Friday.
