Election Commission bans release of MPLAD funds to Karnataka

With the poll schedule for Karnataka already announced, the Election Commission has imposed restrictions on implementation of the MPs Local Area Development scheme in the State.

The EC wrote to the Chief Secretary and Chief Electoral Officer of the state, imposing a ban on fresh release of funds for the MPLAD scheme in Karnataka. The poll panel also banned fresh release of funds for the MLAs and MLCs Local Area Development scheme. The ban would remain in force till the completion of the poll process, Narendra Butolia, principal secretary to the EC, wrote to the Chief Secretary Ratna Prabha and Chief Electoral Officer Sanjiv Kumar.

The EC on Tuesday announced that polling for the state Assembly elections would be held on May 12.

Butolia wrote to the Chief Secretary and the Chief Electoral Officer that no work under the MPLAD or MLA or MLC LAD schemes would commence even if the work order was issued before Tuesday. The works could start only after the completion of election process in the middle of May.

He clarified that if a work under the MPLAD or MLA or MLC LAD scheme had actually started on the ground before the announcement of poll schedule on Tuesday, it could continue. Besides, the officials could also release payment for the works already completed if they were satisfied with the quality of the works.

Karnataka was entitled to receive Rs 140 crore in 2017-18 for MPLAD scheme on recommendation of the Lok Sabha MPs from the state. The Centre, however, has released
Rs 25 crore so far. Besides, the Centre so far released Rs 15 crore against Karnatakas total entitlement of Rs 60 crore for implementation of the MPLAD scheme on recommendation of the Rajya Sabha MPs from the state, according to a March 1 report of the Ministry of Statistics and Programme Implementation.
